Rogues -Creating Packs

As a rogue, you are free to be.... well, a rogue, and do whatever you want. Rogues can also be whatever dragon you want. Fire, ice, poison, sky, whatever. However, some rogues, may want to be a part of a tribe with, say, fire dragons, or sky dragons. So how does this happen? Well, I am not planning on making kingdoms for each separate element of dragon, so, I have create this system to help rogues, and all types of dragons.
First of all, you must claim territory. This can be done easily. All you must do is roleplay your character finding territory, and ask an admin to write it in your name. Note that you may only create a clan or pack of dragons if you have at least 100 experience points. Yes, you may hunt in groups of three, but you may not call yourself an official pack until you gain more experience. You may join one without any experience, but you may not lead one.
You also must be at least 20 to lead a pack
Note, none of these can be filled by NPCs. In order to achieve these, you must get partners with other player-played dragons. :P To prevent the spread of random kingdoms, obviously. Here are the different classifications for groups:
Pack: 3-5 Members
Clan: 6-15 Members
Tribe: 16-30 Members
Kingdom: 31-50 Members
Empire: 51+
Once your group reaches tribe level, your group will be removed from the mini tribe list, and placed on the official group list, and given an honorary spot on the Legends.
